Is this for professional use or personal. If it's just personal you should be able to plug a tape player into your computer and then capture the audio onto your hard disk. Then you just burn it onto a cd.
You'd only NEED a pro if it was to be used for non-personal use where sound quality could be an issue (or you're not technically inclined). I usually get good sound quality when I do things myself, but there is a slight degradation in sound with the lower quality equipment I use.
