I am putting together a proposal for a one hour call in talk show. I need to understand how to price and sell the ad time in order to make the show economically viable.

I'm assuming you have bought the one hour of time. To be honest, you can only price it to audience size, and starting you have no audience. Might have to be loss leader to begin unless you've got people that want to spend money on the possibility of listeners without numbers or are interested in infomercial type of content.
